Jigga, the ultimate reluctant leader did what his predecessor before him had done. Once he had enough of the life as prince, he stepped down ... sort of. The Sabbat were in the process of making a credible threat to the city. The Sabbat on the South of the city the Camarilla the North, with Santa Carla sitting on the sidelines for as long as it could. Jigga after much deliberation and prolonging of the event agreed/ negotiated for Santa Carla to rejoin the Camarilla. Then he went on a loooooong vacation. More than one rumor of Jigga taking a huge bribe from the Camarilla for services rendered and then skipping town for some place "nice", has surfaced. In truth nobody has step forward to definitively confirm of deny this rumor.

Before he went on vacation, Jigga placed the newly embraced Spencer in charge of the city. Spencer decided to make the arrangement permanent, and named himself prince. Once again the assembled populous agreed that this was not a bad idea, or perhaps wave of apathy washed over the crowd, either way Spencer was the new prince.

The new prince struggled in his new position to figure out how to be a good leader. His Setite advisor, Sanz gave him some advice (much to the concern of nearly all) and Spencer dealt with the problems that came his way. He played a major part in fending off the Sabbat, and generally maintaining order. Spencer however was not without his detractors, most likely steaming from having committed diablerie on two separate occasions while in office, his pension for killing those who transgressed the laws of the city.

In the Summer of 2000, the mysterious "Vampires" from the East managed to make a number of large gains in California. They did serious damage to the Anarch movement down south, they crushed and converted the Anarchs in numbers not know since the movement's inception. Even more startling than this they managed to win a four way one night battle with the Camarilla, the Sabbat, and the Anarchs (many of whom had been displaced from their own homes) to take San Francisco.

While all of this was going on, the Camarilla did mange to have a few victories. First and foremost was the culmination on a year long brilliant Venture backed plan to take back New York. On the local scene, Albert Wyte the noted Tremere Gargoyle maker led his Gargoyle forces to major victories in San Jose and Monterey. These triad of cites (San Jose, Santa Carla and Monterey) made up the beacon of Camarilla hope for California. Not surprisingly, Santa Carla saw in influx of kindred who were displaced from their domains (North and South) by the mysterious "vampires" from the East.

In October of 2000, shortly after the Primogen council convened and announced to the populous that they had no confidence in Spencer as Prince. An election was held to determine who would be the next Prince of Santa Carla. Spencer responded by dismantling the primogen council, in favor of three individuals that could not vote him out. The city lived in fear of Spencer, and to a lesser extent clan Gangrel who held almost all of the city offices. In Early December 2000, Spencer decided that he had enough of the whole prince thing. He tossed in the towel .

The city turned to "Bruce" of clan Ravnos. Bruce's first official act as prince was to blood hunt Enzo and his child for Crimes against the city, including but not limited to giving aid and comfort to the Sabbat. The Giovanni were not the last kindred in the city to suffer his wrath. In some circles he was quietly called "Bruce the Bloody". The most notable of his kills was former Prince Spencer Maxwell, brining to total to somewhere under ten.

Bruce had another agenda, to give "power to the people", to this end he did not evoke the sixth tradition with out a majority vote of the Primogen council. This was quite a racial departure from the previous administration and Camarilla tradition, who disbanded the Primogen council when it gave him a vote of "no confidence". Having accomplish all or most of his goals Bruce stepped down after three month in office. Although his time as prince was short, his presence was long felt.

The Primogen council, once again a major political force in the city, elected John of clan Nosferatu. His short reign as prince came to an end on March 16, 2001. On that date the Primogen council delivered a nearly unanimous no confidence vote and he stepped down. The major issue that the Primogen and populous had a problem with was that John had Ace of Clan Brujah and Trevor of clan Nosferatu both destroyed. When asked for explanation of why John ordered their destruction he was unable to put fourth one that was not satisfactory to the Primogen and populous.
